TuneUp Utilities 2006 5.0.2331 (http://www.download.com/TuneUp-Utilities-2006/3000-2086_4-10440422.html?tag=lst-0-5) <--- Run TuneUp RegistryCleaner, then Reboot. (Huge boost in speed)

Install Diskeeper 10

Other than that, just remove all the Spyware and MalWare.

List the basic specifications of the system. Otherwise adding RAM and tweaking the system to make better use of it is always a "sure" approach. :)
