How to connect through another website's IP?

what is the easyest way / program, to connect through another website's IP?

I've heard something about socks..

what do you want to do? If you just want websites not to know what your ip address is or access websites that your banned from then find a proxy (google) and type in the relevant bits into your browser's proxy settings.
