If you have XP -go to Windows Folder>System32 Folder> DLL Cache Folder.
Scroll down to MSCONFIG.EXE icon. If it's not there, copy it from another
computer (use any USB memory stick) and copy/paste into the Windows
folder (can also leave in MY Documents and open from there)

What does it do if you go start->run->type 'msconfig'->press enter?

wouldn't be surpirsed if its a worm or virus preventing you from opening msconfig. quite a few do this to stop you removing entries for the virus itself at startup.
