Explain a bit...
What does restarting have to do with it?
It never did it before, or...

Kill all unneccessary processes, you're comp's probably a lagwhore infested with like 200 spyware and adware programs.
I have a P3 500mhz laptop, and that doesn't even lag with firefox.

Yes, spyware can cause even the fastest of computers to lag.
I had a friend with a 2ghz laptop full of everything.
...just had to clean that bastard. Ran 10x faster in the end.
@BrolyBoo, run AdAware and Spybot in "safemode with networking enabled".
Then run Microsoft AntiSpyware in windows' regular mode to find anything else that may have slipped past the other 2 scans.

If you mean reformatted rather than rebooted then you might not have installed your video drivers - that usually causes lag when scrolling.
If you do mean rebooted, then you might wanna get rid of that virus first, then run adaware/spybot.

So you got rid of the virus.
Have you performed a full AV scan to see if there's anything else?
After the AV scan, download/install Adaware (latest version is SE v1.6 SR1) and Spybot Search & Destroy (latest version v1.4) and scan with both.
After that, go to http://www.paretologic.com/products/xoftspyse/ and click the Free Scan button. XsoftSpy will let you know if there's anything nasty left behind.

"safemode with networking enabled".
Why would you need to?
Unless yer a tit and don't update the definitions on a regular basis.....
Plain ole' safe mode is all you need for a local scan.
