I'm not sure in what context are u speaking of.
If u are apprehensive about the effect of change of IP on torrents in general & private trackers in specific,u don't have to worry as it does not have any effect at all.
Private trackers generally operate via passkeys that are individual to each user & ur data transfers are monitored thru it,no matter what ur IP is.
I am on a Dynamic IP & mine changes every time I reboot my router.
