You need a tv tuner card. Id recommend "hauppauge" brand cards, I have one myself which came with my comp and it works well although they are quite pricey. Something like this should do http://www.newegg.com/Product/Product.asp?Item=N82E16815116625

Most of them have FM tuners too which is pretty cool if you like listening to the radio.

When you have a tvtuner for your pc, you'll have to see what OS your on. (windows/linux/bsd/etc.)
Then if its windows, you have some different programs you could use, if its a media center you want, you could get Windows Media Center, og the free alternative: http://www.team-mediaportal.com/

If you just want to grab some tv, you could use: http://sourceforge.net/projects/virtualvcr

or for some guides on the subject: http://www.doom9.org/

If on the other hand youre running linux/bsd you could simply get: http://sourceforge.net/projects/mythtv (also a mediacenter)

Or you could use, just for grabbing: http://sourceforge.net/projects/vcr or browse www.sourceforge.net for some free tools.

Ahh and then there's virtualdub, for windows, but that you'll see at doom9.org
