Question about Paypal Premium accounts..

I received cash through credit for the first time on PayPal. In order for me to accept the money i had to upgrade to a premium account, does this mean that from now on when ever i receive cash on PayPal (cc or non-cc), paypal will always keep a certain percentage. Also will the same thing happen when i try to send cash?.. And also, will PayPal ever charge a monthly fee of any kind, because of me upgrading to a premium account from a personal account?

P.S. Do NOT EVER receive money via paypal, it's a scam :dry: They also charge you to convert your "money" into proper money of the kind that can live in a bank account :frusty:
