HTML Code?

I have searched and looked and searched again - but I cannot for the life of me figure out how to turn HTML code ON in my settings (if it is possible).

If it is, can someone please direct me as to how to do it?

It's not possible, it's a admincp option.
It's not on because it's a huge security risk...

I used the wrong thing when saying "HTML"

I just wanted to be able to use buttons for bold, smilies, etc.
