It really creeps me out that they can't seem to stop drawing her naked.
I mean, her Dad stripped her naked and shot her into space, so she could crash land (naked) into Gotham Harbor, and run around the streets naked. Batman took it upon himself to kidnap a naked underage teenager, and take him back to the batcave, where he could do all sorts of naked experiments on her. He put her in an MRI, as part of “Operation: Put Naked Teens Into the Bat-Scanner, and Jerk Off to Their Computer Models”. Supergirl breaks out, and meets her cousin for the first time. Naked.
She goes on scantily-clad adventures where she regularly takes off articles of clothing on panel, showers at odd times of the day for no particular reason, and flashes back to one of her many memories of underaged public nudity.
So, to answer the question of why they bothered to give her a series and not make it any good, the answer is obvious: DC is run by pervs.
