Can Someone Help Out?

I wanna convert an .avi to .mpeg so i can put it on a vcd. I got the divx codec installed but when I try to use TMPGEnc to open it it says its an illegal video file. I also tried opening it with VirtualDub and It crashed and said something about "An out-of-bounds memory access". Can anyone help me with this?
