Try out vcd-easy (freeware)
http://vcdeasy.org

If you use it for the first time :disable vcdmenu-options
(a lot of players don't recognize (s)vcd-menus only dvd-menus)

These are all OK for burning the VCDs but for converting the .avi nothing is better than TMPGEnc.

All you need to know. (http://www.dvdrhelp.com/tmpgenc.htm)

hi there !
i've converted lots of asf-avi-divx-vcd files to svcd to play on my dvd player. the two best programmes by far are Adobe Premiere 6.5 and Sonic Foundry Vegas Video 4+DVD(Sonic now has AC3 encoder for surround sound) both with mpeg 2 encoding they also sync video/audio in process.

another option is dvd2svcd. it can convert to svcd or vcd from avi, mpeg, or from dvd. you need TMPGenc or cinema craft to encode it, but it automates the entire process to make things easy. you can check it out at www.dvd2svcd.org. you dont have to use this of course, its just a suggestion. but ive used it and it make great quality svcd's or vcd's. :)

edit: by the way, this is freeware as well :D

nero does work, however the quality is still lacking compared to other progs out there. but yeah, it does work :)
