DHT/Peer Exchange Question

I am not sure how to answer this person's question and I was wondering for those more experienced with Torrents to help me out if possible..

Well it isn't me with the problem.. But yeah.. that Tracker recently switched to a Private so only hte new files have DHT/Peer Exchange Disabled.
But I guess the person is complaining about that change... So yeah I just wasn't sure what to say...

Also to note... You said that the Tracker can set their own limits as to whent he Update will take place right? So if they set at 30Min.. even if you set your client ot.. 1 minute.. it will only update every 30min UNLESS you manually update the tracker?
