If I have a torrent uploading at one tracker, can I make a different torrent for another tracker from the same file? Or would I have to have duplicate files?

Ya, repeat the creation process with the new tracker announce url. After doing this you can upload your new torrent to w/e site. Once you've uploaded to site you will need to download it. Make sure you d/l in stopped mode. Set the new torrent files download location to the original folder that you used to create the trorrent and then Force Re-check on it....once the re-check reaches 100% you can just push "start" and begin seedng.
