I'v had this problem as well with Control centre , I just removed then reinstalled "just the driver" from the ATI site . I tried everything too from removing from start up etc. Do you really need the Control crap ?

Have an Ati 9600 myself and using the latest driver with CP (Control Panel) instead of the crappy CCC.
You can find it at http://www.ngohq.com/home.php?page=Files&go=cat&dwn_cat_id=18
(the one with CP as Description)
Otherwise you can always do as Peat Moss suggested.

A good practice when uninstalling/reinstalling video card drivers, especially when changing versions, is to use DriverCleaner Pro. You must boot from Safe mode, but it will let you remove every single registry key, folder, and file installed by ATI, nVidia, or other video card manufacturers.
