4. Czy każdy może wstawiać swoje własne torrenty na PT?
Tak, ale tylko jeżeli są scenowe i nie zawierają treści obraźliwych
Nie, tylko osoby z odpowiednią "klasą użytkownika" mogą wstawiać torrenty na PT

What exactly is your problem? Have you registered?
The Polish text you provided here are just a few rules and FAQS and shouldn't have anything which could affect you accessing the site...unless they wanna test you about your knowledge of the rules :D
