Buff your lvl 3 trackers. Get VIP or PU oink, bitmetv etc and trade them for new lvl 4-5 trackers.

the problem is getting the 4/4.5's in the first place.
you're more likely to get them for free off people who dont want anything else
maybe lots of 3 rated trackers could get you a low-end 4

All the level 4+ trackers i have, i got mostly through my friends or trading for something of equal value. I never got one by offering a bunch of lower level sites.

i started out with a 4 tracker when a friend of mine asked his other friend to hook me up. sometimes knowing the right people is the best way to get those elusive sites. so building your reputation in online communities/forums helps a lot.
