Does anyone know any countries with no laws about filesharing or countries that have laws but dont really care and wont do anything about it?

lol any country that could support web hosting will have laws enforced or not in place agianst piracy and copyright violations. Best bet is to pitch in on the island that piratebay is trying to buy. LOL

Theres alot of countries that allow you to host torrents.

The hosting of torrents is nothing more than a mere hyperlink to direct you to a place to find more info.
Ex: GOOGLE, Yahoo ect...
Some countries are just rediculious about restricting them.

Canada allows them, netherlands ect...
The content itself is more in question in some countries.
Also some countries have special laws against the country the sites operator lives in... if they are in a differant country they would be referred to the laws of the country the owner is currently in on some occasions.

Go to any 3rd world country and you will see that people openly sell pirated movies/dvd's etc....

I don't know... but didn't they did seize 2 E-Donkey servers in Belgium (Zaventem) in February '06?

But here they only go after people that are uploading complete files.
