Which general site has the most extensive offers section where there are good offers being uploaded?

Also, which is the best general site where there are great user-uploads?

Yes but you have to be a power user.

Yeah, the down speeds are slow thats a fact. But on the other hand, thanks to that, you won't have ANY problems with uploading (even on my crapy 32 kB/s) with full speed. :)

Well, there are user uploads @ dididave and supertorrents, but I don't know too much about offer sections, haven't paid any attention to them ;)

Bitsoup ussually has about 1/2 as many movies as my site.
You have to be Power users to upload there as someone else mentioned. Least you know they will seed it since they have a descent ratio on the site itself.
My site allows user uploads as well. Not sure which other ones do. Torrentit was a really good side which allowed user uploads. R.I.P.

TopHos is a good site. Bitsoup is also a good site. I guess the speed of DL being the only issues. Both sites have a good selection and TopHos gets bigger and bigger every month it seems. Props to Melv!
