an account with a 1.0 or so ratio is just like a new one with 0 upload and 0 download

well no, it isnt

on the majority of trackers you dont need to maintain a high ratio soo someone could probabily leech around 400gb and still have a 0.5 ratio and therefore not be banned

Why? He can trade it to someone that can leech it for 400GB worth of data before it even reaches .5

Well corrected, but it would possibley be more than that unless you dont intend on uploading a single byte. Im not sure but I doubt they allow H&R'ing so you would atleast upload something while you leech 759GB
