Do you have GCredits? If you sign up without an invite you start out with 0 credits, which leaves you unable to download. That could be what's giving you the error. (If you need an invite I can give you one)

However, the entire 4th season so far is available from mininova; http://www.mininova.org/search/?search=one+tree+hill+S04. You can try searching specific episode numbers for ones in need of more seeders.
