For a dog to do this it would require;

a boat : minimum cost 1000 to 50,000 dollares + gas..
a human, rent per day minimum (depending of origin) : from 10 to 1000 dollares per day
a rod : 10 to 1000 dollares
dog food : 5$

so basically for a dog to do this by himself it would need win quit a few awards at hawt dawgs, or a decent job as drug sniffer with a minimum income of 50$ an hour.
