"buffer" , I think is really use alot in "American slang", meaning "Cushionong", something U can fall back on.

In this case, an account that has a lot of GIGS uploaded, [ 100 G ~ 1 TB or more], so that 1 do not have to worrry about the Ratio or Seeding it back.
would be entirely different , if U are a "Buff Bloke or Dude", LMAO

It's not really that way because if you have a lot of upload and dwld very much without seeding you can get warned or banned for hit and run,but depends of the site and their rules.
