What can make the download speed low ?

pls give me some reason for the low speed so i can check to sure that i download my maximum speed.

-i open port 3128
-i have no firewall
-My connection is 1536/512 (kbps)- what is max speed i can get with newsgroup
-MY torrent ,IDM download speed maximum is ~200KB/s
At first when i grabit the speed is about 350KB/s and it was lower and lower.sometimes lower than 50KB/s

What provider do you have? And try to open 3 or 4 connections to it.

Sometimes this happens to me. My ISP gives me newsgroup access for free but its not all that great, some small holes in stuff. I then in turn use some free ones to fill these holes, they max out at about 15kb. When I first start to download I can max out my bandwidth but then as i finish the speed drops that is when my isps service kicks out and the free ones start to take over entirely.

Well with a 1536/512 connection you shouldn't be getting 350KB/s speeds. It should be around 170KB/s to 190KB/s.
