is there private trackers that put some anime for every week

such as naruto, bleach and one piece

and is there for some others that finished or packs

such as dragonball Z, dragonball GT, hunter X, fullmetal alchemist

probably would prefare english or japanese with english subs anime

TB does some episodes on a weekly basis I beleive. Havent really seen any sites that do them as packs. Ive seen maybe one or 2 packs on TL over the years.
