No but is closed to international users. You have to use a BG proxy to get to the website. Otherwise for the torrent client you don't need a proxy after having downloaded the torrent file from the site.

I think that even for connecting to tracker one needs to use Bulgarian proxy.. Earlier it used to work without proxy but now both site/tracker needs to be accessed only using Bulg proxy :(

EDIT
Yes.. the tracker is still accessible without any proxy... there was some problem at my end.. now all is fine

I am able to use the arenabg tracker without a proxy. Maybe the tracker is blocked for some countries, but not for me.
