what is this? what does it do? i get asked to "open or save"...what is it that i am loading onto my PC? is it safe, who made it?

You might not have flash installed.

Its a page where when you hover over Japanese men in a line they slap their face causing different notes.

hmm, strange? all the other stuff always works, other flash etc. never mind. Ill take your word for it :)
