Is telstara Internet a DSL company? If yo, you're probably out of luck. DSl companies bottleneck all upload speeds. They say, and I quote...
Because home users don't upload. The most they do is send an attachment with an email
That's from bellsouth's tech support.
Thats your maximum upload speed, your ISP doesnt give you more.

Your client can does not play a factor in the upload if your ISP limits it. There is no way around your upload speed unless you change your ISP.

change isp ur get a seedbox
change isp ur get a seedbox
Even changing ISP and getting better speeds, it doesnt compare to a seedbox.

that test is in bits per second and utorrent shows Bytes per sec
so 290 kb/s is 36kB/s
(kb/s) / 8 = (kB/s)
Bottom line is thats what you have and that test confirms it.
