"* down?" New sticky

Hey, I think that the bittorrent section is getting a bit messy with all of these separate threads asking if sites are down. A mod should probably start a sticky devoted to that topic.

there was once a sticky like that but it didnt really work because poeple still made new threads asking if a site was down so it got unstickyied and dissapeared...

Good idea, it gets annoying when there are several "Is it down?" threads on the front page. What's worse is when 10+ people feel the need to all say that it's down without adding any extra information.

The thing about the sticky is that, no one really checks it out, so if someone asks a question - they won't get a reply. Whereas if you have a separate thread, it has a title which specifies which site is down, and other members are more likely to check it out.
