Are they ment to be burned to a vcd or a dvd?

Depends on what you want to do. I burn mine onto DVD's and fit upto about 5 movies onto one DVD. A cd will only hold 1 movie per disk.

i tried putting 700mb movies on disc, but dvd player wouldnt play them, any ideas?

How are you doing it? are you making DVD's, VCD's or burning as data discs??

Does your dvd player support Divx format? If not, you have to convert all movies to vcd or dvd format, to play these in dvd player.

I use http://www.vso-software.fr/products/convert_x_to_dvd/ for converting.

A 700mb conversion of a film is made that way to fit on a regular cd.
Sometimes releases will be split up so that it will fit on more than on cd.

If the format is VCD/SKVCD, it will play in a good number of regular dvd players.
If the format is Divx/Xivid/Mpeg some players such as the Phillips 642DVP will play the file without any need for further conversion. This formats are usually better than their VCD counterparts, and depending on the skill of the releaser can be close to DVD quality.

why do you use 700mb films to be burn on a cd if you have dvd equality?

just download and burn on dvd , most likely to whom have a good connection

Get Nero Vision Express. It will help create a DVD menu for your DVD player to read and will encode the video properly as well

Just get a dvd player that supports divx . Burn the .avi to a cd or dvd and it will play it :)
