I've heard it used in a couple of Brit movies, children of men, etc etc. It didn't sound like they were referring to one who masturbates frequently.

Going by the fact that you mentioned in this (http://filesharingtalk.com/vb3/lounge/t-so-went-toronto-today-171995) thread that you've lived in Toronto, I'm going to assume you've come across a few New Yorkers in your lifetime, in the city of Toronto.

Have you ever heard them use the phrase "jerk off"? I think it's meaning is similar to the UK's use of the word "wanker".
