Is it worth paying the extra $10 to get the VPS 200 instead of the VPS 100? In terms of upload speed.

It's doubtful that it'll make much of a difference. The main difference will be that there will be fewer other VPSs on the same physical server, but the WAN connection is still going to be shared with everything else at leeware. It's not really worth the $10 difference.
