It's been said like a thousand times that SCN invites can't be given in public. PM someone who you think has some invites and maybe he'll give you one.

Well they don't have an agreement as far as i know :). Anyhow, most members at SCN are members of FST anyhow, and if you are "caught" giving out invites, then they will ban you at SCN, so many people just don't risk it.
