Read the stickies to get started.
It does cost money for a premium server, which is basically what you will want since most free servers are shite.
Maybe your ISP offers a free newsserver though so you might want to look that up before you give up on newsgroups. ;)

As rossco said you get what you pay for with newsgroups.

I don't pay for squat as I get it free with my ISP (Roadrunner).

They state that retention is only 7 days, but I definitely get more than that.

Maxed out speeds also. 600 KB/s is typical.
