Need some seedbox advice please!

should be able but i think you will have some trouble installing software on a Red Hat Enterprise 4

You'd probably be better off spending a bit more and going for the Raptor 3. 3x the drive space, plus enough dedicated CPU and RAM to run an OS with a GUI if you aren't comfortable with command line.
