i.e. any violation of the rules , and he will be banned

Once your friend is banned, it means his IP address has been blacklisted so even if he gets another invite and registers, chances are he will do more harm than good, not just on himself but the new inviter.

if he has dynamic ip it will be ok just reboot the modem/router and get another ip
