creating user account

Can i create a user (limited) account on my win 2003 seedbox so that the user will have 10gb space available and only have use of certain programs, utorrent mainly, is this safe?
Can utorrent run twice, once on admin account (ME) and once on the user account without conflict?

im asking cos i want a certain invite and this is gonna be my offer for it, should be an easy snatch im fed up of offering this and that so this should secure it easy :D

hmm, I guess you can create a new windows user and partition the hard drive. Or simply partition the hard drive and tell he/she what drive they can use.
