U have to be member for 4 months. U get invites ( I have 27), after an uploaded amount (50 or 100Giga). U are able to send 1 invite / month.

There are some users, who have just registered a year ago, and didn't login since they are on the site. So I think, there is no user deletion for inactivity, or just rarely.

Something like that. Or just very rarely, but it isn't sure, because the Rules doesn't mention it.
