Bit Torrent Downloading Problem

I'm downloading mafia its 98.7% and it says connecting to peers and at the bottom it says connected to 11 peers, but I'm not getting any download speed? Only uploads of like 16kb/s. But a 0kb/5 download speed! Why? Then a few minutes later, it says problem connecting to tracker connection refused! Shoud I keep it on or get another bit torrent.

There are either A) no seeders with a complete file uploading to other people B) the tracker is probably having problems or C) all of the above

I downloaded another bit torrent. Same problem. The FAQ says to wait and leave it on, should I do that? What do you think?
