Content, imo, should be the most important feature for any tracker. Slow speeds I can live with, but if a tracker doesn't have enough content or good content then its useless. So it also follows that Packs are really important.

Community I think is also an important feature. If a tracker has a good helping community it totally changes the whole file-sharing experience. I mean if you consider TB, it wasn't too big on content or Pre-times, in the later days that is, but the community totally made it worthwhile being part of the tracker. Its the same with FSC.

Among other things that I think are important is an aggressive HnR policy, if you don't seed back 1:1 you should get warned, as this will help Torrents last longer, alot like FSC and FTN(or so I hear). So basically some method of making the torrents last longer. Like the setup that RTS has for the long term. RTS will have a special user class called re-seeders who will re-seed torrents that died out pre-maturely.
Another important thing is a Request section, which is basically an addition to the Community and the Non-scene side of the tracker.

Security I believe comes with the size of the community, the smaller the community the safer it usually is.

TL for my actual torrents, and just about keeping at 1:1.1, but a seedbox for bumping up! :)

You can get the same scene content pretty much everywhere. On dedicated trackers the non-scene content and quality of it is important. On 0day trackers the staff (and community) are important as pretimes are pretty similar and only affect you if you are sitting in front of your computer all day

Scene content u can find anywhere with decent speed... I really a love dedicated trackers like theplace oink bitme etc.

p.s. with non-scene content comes also(usually) good community...

With those 2 things done you can have a great site, I just wish more sites would allow (more) members to upload, instead of just scene uploaders.

Imagine a non-scene section on sct where anyone could upload :D

for me its Only the Speed , i think you can Find any other file on most of the public torrent sites but the speeds are crappy

I voted for pack, non-scene content, and security. Packs differentiate one scene tracker from the others. Tons of trackers offer the same scene content, and unique files make a tracker more memorable above the others. The non-scene content fits this, as well, especially for trackers such as Oink and x264. They offer unique, high-quality content that isn't rushed for delivery as is with scene content. I also value security, because trackers that aren't as accessible as others yet are still all-around great are very rare indeed.

I don't find that scene content, speed, or freebies are very important. There are plenty of trackers that offer great scene content, so there are always alternatives in this category. My connection isn't the best, so there are rarely any private trackers that don't offer good speeds for me. Also, I don't look for freebies in a tracker. Freebies are great if the tracker needs it to boost activity, but for me, seedability in a tracker is much more important. With or without freebies, if I am just unable to seed my part back adequately, the tracker wouldn't be very usable at all.

Pretimes, community, staff, and layout are of relative importance to me. Pretimes don't have to be on the dot, as long as they're relatively fast. A great community is awesome, but it isn't of utmost importance, since I can find community elsewhere, to be honest. I would want the staff to be nice, but I understand that they have to deal with a great number of people. As long as they do their job and I don't get wrongly accused, I'm fine. Also, an aesthetic layout is a plus for the eye, but as long as the layout is useable and not outright disgusting, I can definitely deal.

Speed because there are so many trackers out there with pretty much the same content.

Then is content. Since there are so many trackers out ther with pretty much the same content is nice to see some exclusive content.

Security? If I was worried about security I would be only downloading from usenet.
