Can I seed partially downloaded files on other trackers?

I partially download a file, and on other tracker I want to seed it, does it need that my file is 100% downloaded to seed on other trackers?

I don't think you need to download 100% to do that (I haven't really try it though :()

just seed it from the same folder & don't download it

Additional details:
100% of a file but not 100% of a torrent

all I see in the directory is something like ~uTorrentPartFile_2Bh56667.dat

you can download some of the files and upload them.
be careful when you upload to other trackers or you'll be band.
