Very Sketchy

downloaded movie
played fine on pc
encoded it to vcd
cut it in half
now is very sketchy, runs very fast at 1 place then slows down and sketches goes frame by frame

pleaese help

You may have a bad encoding. Your DVD player may not be fully compatible.
