why is this error ?!

Use a proxy and see what happens, if u get in then obviously ur IP has been blocked

it has happend to me once and once i chanched my ip it was ok
some ip ranges are bloked there

try to shift your ip
see what happens

SCC have banned some ip ranges for some ISP providers in some countries i belive that's why some will see this 403 page when they login in as their ips are in the same blocked range
