PAR-files/QuickPar have nothing to do with the BitTorrent network at all. PAR-files contain recovery data, in case some downloaded data is either missing or defect. This is a feature that torrent users don't need to worry about because a torrent-client already does parity checks and re-downloads wrong parts automatically. PAR-files are most commonly used with newsgroup downloads, with relatively little overhead (~10% of parity information) incomplete downloads can be easily fixed.

According to torrents, what program do you use to make the multi-volume rar files? e.g. part01.rar... etc.

WinRar for example. Just limit the volume size (bytes) at creating an archive and the application will create multipart rar's automatically if the total size exceeds the volume size.

Besides winrar because it can't archive the same size as the compressed rar files when you download a movie or something.
