someone is offering me a FSC account with mail...

Can I take it or will I get banned because of the IP change?

I'm not doing the trade here...

But do they really notice when the ip changes?

What about dynamic ips then?

dynamic ip's are usually from the same pool, in otherwords they are similar. Changing from one isp to another, or one country to another, you will get a totally different IP and that is a red flag. I wouldn't trade unless you are in the same place as the guy you are getting the acc from, and even then, as already stated, trading fsc accounts is a big no no, so don't be suprised if it goes buh-bye.
