You don't need someone who's good with mIRC, mIRC is a client.
You need someone who's good with IRCD.

You also need a host that allows it (not very common due to DDOS) and some IRCops who know their stuff to help keep your IRC clean of asshats.

If you want any sort of resilience, you'll also need more than one server with round robin DNS.
