can you give any more details please?

winrar does open tar files.
are you sure you have a tar file and not something else which is mislabelled?

D/L'ed a torrent from suprnova.com and it's a .tar file. I tried to open it with winrar and nothing- even tried to extract it and still nothing. The screen flashes and it just stays the same.

Try downloading again. it might be currupted.
