The amnesty day

The database is being cleaned up and before the cleaning users have the chance to request their friends accounts to be opened.

- The account'll be opened + stats will be reset, if the ratio is under 1
- Only accounts disabled because of a serious mistake won't be opened or removed.
- Members and a above will be given 1 invite.

If the account to be opened has a ratio of <1.00, ask the moderators, if not, then ask admins.
