you must be from there and have south african ip, if you meet the requeriment just ask in their irc channel . just like www.ninjacentral.za.net (http://www.ninjacentral.za.net) ,with another country ip you will not able to download anything and connect to the peer.

they do it because in that country traffic from other country is count down/up by the isp. is not about the tracker at all is the isp system in the country . like another tracker www.torrent.is (http://www.torrent.is) from that small country. btw i dont know any other south af site.
