can any 1 tell me if there is a way to increase my dsl speed w/o tweaks b/c it is supposed to be 768 kb/s and 256kb/s upload or something but these days i am lucky if i can d/l something at 10kb/s or even 5kb/s in kazaa and my bandwidth keeps going frm 713 to 710 to 690 to 694 now its 697

That has nothing to do with your speed. That's because the files you are downloading on Kazaa have a low number of sources, or, alternatively, the sources have bad connections.
