There is a walkthrough for the installation here on fst:
http://filesharingtalk.com/vb3/f-guides-and-tutorials-65/t-installing-utorrent-leeware-walkthrough-169620
the difference between the commands is that you have debian etch installed on your server so instead of yum to install packages you need to use apt : the command line is apt-get install (packagename) the rest of the walk through though should tell you the steps to configure your server.

Leeware/FCx and your choice of Hosting-IE installed distro... It's a very similar process. But on Debian you'll use apt-get rather than yum. That, and you'll need to install xorg server to get a gui for xwindow use.

The instructions in the walkthrough are for Fedora Core 6, all of the commands listed in the walkthrough are the same, it is the package manager for the distro which is different. Debian distributions use apt (advanced programming tool) Fedora uses yum (yellowdog update manager) so instead of using yum install the command is apt-get install. But as the previous poster said there is an extra step, you need to install the xorg server first:
apt-get install xorg

Honestly, no need to install uTorrent on Linux. GUI & all that other crap just takes up an unnecessary amount of resources.

I would be happy to install rTorrent & RSSDler for you on Debian/Ubuntu server.

Standalone.

You'll need:

mechanize: http://wwwsearch.sourceforge.net/mechanize/
feedparser: http://www.feedparser.org/
bencode.py: http://bittorrent.cvs.sourceforge.net/*checkout*/bittorrent/BitTorrent/BitTorrent/bencode.py?revision=1.20
